The traditional manual coffee tamper is a tool used to pack (or "tamp") loose coffee grounds and turn them into a tightly, compressed and evenly dispersed portafilter (group head). The coffee grounds need to be compacted to allow a little gap between the top of the coffee and the screen in which the water is released from the machine, when the water and coffee come in to contact with one another the coffee grounds become wet and will naturally swell, so you will need a little gap.
We want all of the water to maximise the contact with as many coffee grounds as possible to extract all of that delicious flavour, if the coffee grounds are loose the water will just run through the path of least resistance and will avoid absorbing the flavour.
